The only difference would be the cost of the different size mills.

Agreed, and it may be the the larger mill is not 3.33 times as expensive as the smaller mill, in which case, if ECU can somehow manage it, that the larger mill be built. It's not as if they are going to run out of ore to process for a century or so.
