I agree that the congress for a good part of the Clinton years was under Republican control.

But you must remember that Clinton refused to sign countless spending bills that lead to the shutdown of the government a number of times and over a number of years....

He kept the spending in line.

Bush II vetoed what two or three bills during his 8 years...the lowest number of vetos ever.

It certainly more complicated then what we have time for here.....
