It's the world upside down. The Chinese go to Africa and the poor, neglected Asian countries as free marketeers without any political objectives, but to access resources, cheap labor and future markets for their products.

The Chinese are behaving like 100% capitalists and since they have no(t much of a )history of mingling into internal affairs abroad as have the Americans and the Russians, their investments are received as a fresh air.

Strangely enough, what Mao couldn't do in his own country, i.e. eradicating poverty, is now being done in China and abroad. Ofcourse, we still have to see at what (environmental) cost.
