Yea that is what we need, to start a war with an underground army just south of our boarder...

So let the citizens in the Southern part of the US start having IEDs blowing up our cars and school buses. How about cross boarder raids to kidnap US citizens to trade for imprisoned gang members...

The reason the violence ends at the boarder is that the threat of US retribution stops them...take that away and they have no reason to keep the violence south of the boarder.

The answer is the same as it was for prohibition....legalize it, tax it and take the money out of the hands of the criminals....

The definition of insanity is doing the same thing over and over again and expecting a different result.....

Sounds like insane public policy.
