I can't say that there is one link. i have been examining this for about six or seven years, and Canada is considerably more opaque than even th US. i could suggest looking up a fellow by the name of Gerald Grattan McGeer, a Vancouver MLA and MP in the thirties. He authored a book titled 'The Conquest of Poverty' in 1933. There are e-copies avaliable on the web, or I have the PDF.
