I'm not American , I'm Canadian, but the way I understand the fiscal problems in the U.S. is as follows:

The Fiscal Cliff is what you are trying to avoid and that is impossible to do; you can't avoid it, you can only delay it.

The Debt Ceiling is how high you must run up the debt to delay the fiscal cliff in the short term.

No matter how high the fiscal cliff is, all you do by increasing the debt ceiling is stop the immediate fall, but that inevitably leads to a far greater fall eventually.

Unless you change your system completely, you have an unsolvable problem, and it will affect the whole world eventually.
