As this will be a semi continuous reactor, it does not necessarily have to scale its physical size as much as it has to scale its output.

1/250ths of 200tpya is roughly 0.8tpya.

Also being semi continuous, they are able to continuously add feedstock and reactants during its process  not having to throw everything on at once. 

From my understanding.
