In the article from the link you gave, it says that most energy experts were skeptical of the solar roadways from the start, but experts were also skeptical that Purevap would work too...

It seems the reportage from Découverte is newer than the article and that it answers some of the questions raised in the article.

Also, even if it could be premature in Purevap's development, the Découverte TV show could be a good way to give exposure to HPQ's project.
