Bernard may have already done this but wants to have experts to qualify that the system works if it was just someone who would be more of a witness to watch rather than an expert(s) who will now dicect the system and process step by step. Likely they were not able to fully examine system and process without an agreement in place as someone could just steal the technology after going through it piece by piece.

Not saying that he did but I believe Bernard is smart enough to have had someone witness the process not to fully qualify it with experts which would be more than just watching the process unfold.
