How many times one can violate rules until agoracom takes measures?

While I am a shareholder and hopeful supporter of HPQ, hyping and messages all uppercase are really annoying and do neither HPQ nor shareholders any good.

At what point does Agoracom or forum moderators start taking measures against those violating Agoracom rules over and over and over again?
