The following is only my interpretation, but I guess the second slide of that presentation kind of answer this question.  They were planing to build a 250 TPY reactor, but they are now planning to go with an initial 1000 TPY reactor.  When the press release came out I first thought that if the reactor was financed by the NDA company, it would be 1000 TPY reactor, and if it was financed by HPQ it would be 250 TPY.  Either they decided that the 1.7 year payback is worth going directly to a 1000 TPY, or they already know that the reactor will be financed by the NDA company.
