HPQ has a NDA with a battery company. I tend to think that they will first try to prove they can make that company's battery better by adding SiOx to their anode, before they try on other type of battery. I guess it is not a coincidence that HPQ choose to compare their battery to Samsung's. My guess is Samsung is one of the NDA company.
I remember Bernard said in an interview with George, while they were discussing the NDA, something to the effect that HPQ's silicon will be used to make SiOx for battery anode, and then Bernard added "this is not the exact quote ; It is just not clear at this point if they will make the SiOx themselves or if we are going to make it for them.". With the results they are having so far, I guess HPQ already has a client for it's SiOx.
