I guess like most incentive stock options we should wait and see.
When they become "in the money" we might see exactly that, insiders exercising some point down the road. We slso know that insiders are subject to trading restrictions with regard to news and material information. So having said that we can't really judge by the action or shall we say inaction :)
For now we see the BOD believing this is a good use of company funds and a way of increasing shareholder value. Self serving yes, to an extent as we are all shareholders, but definitely not quite as selfish as had they exercised "in the money" options. As for them buying on the open market with these last new yr lows? Maybe they were prohibited at the time due to company events or pending news?
