All in all it does have the overall effect of raising the value of the SP. Unless of course they are met with equally sized selling. I see it raising price either by the fact that it is buying up stock on the open market or that in effect it is realistically dropping the float by 10%, That to me tends to be a permanent rather than temporary measure.
