Same old single order block sitting out on the ask. A price cap like this usually forces sellers to go under him. Seems to be in no hurry to unload as this has been here all week(not hitting the bids either). That raises the other possiblility that the block is there as a cap while a buyer sits on the other side accumulating....oh the possibilities.
