What I have trouble understanding is the idea of grandfathering, the new Mining Act Modernization, enviromental studies and rights of passage regarding KWG's proposed RR vrs Cliff's road proposal.

Cliff's preliminary plan says RR not practical and in their road extention, put enviormental studies at the end stage. Doesn't it take years for enviormental impact studies? Does the Mining Act Modernization add years to Cliff's roadway plan or is this political, i.e., if Gravelle gets the chromite smelter in northern Ontario, Cliff's circumvents the Far North Art?

What exactly is KWG's advantage regarding their route being established before the Far North Act. Is this why they are being cited in the top 3?
