Yes. My own opinion is a road couldn't sustain the traffic resulting from the development of several mines in the area.

However, I expect First Nations will want a road, for personal convenience and business development. Getting to Hospitals, bringing in building materials and groceries and so on would be easier with a road directly through their communities, rather than a freight railway some distance away, likely with no passenger service or even facilities for anything except bulk cargoes.
