I understood Frank Smeenk's vision regarding the railroad project as ending with the Rail Road being built by a PP partnership, involving First Nations, with the latter ultimately owning the RR when the capital cost has been recovered (20 years or so). Don't forget that the Ring of Fire has mining stuff for more than a Century, and 20 years is less than one generation. Let's have some time to pass, and see if the idea will germ in other heads...
