If Frank can get Moonias on side with the RR rather than the road this would influence the commissioner and the gov't to embrace the RR. Could make the FNs an economical partner in the operation of the RR. Everyone wins and other ROF mining cos would jump on board making their project much more economically viable and able to move forward with their plans(or be more attractive for takeover action)
