I don't think it is included in the submission. The MNR can only make rulings within the confines of the Mining Act and cannot render decisions on social issues - simply beyond their jurisdiction. Therefore my feeling is that this type of evidence would be excluded from a KWG or Cliffs submission - is irrelevant to the Act.

That said, IMO, it would be valuable as a submission to the government for a partnership to build the railway. Or, if KWG could demonstrate outstandingly superior relations with FNs (railway as part of that partnership) as another reason for Cliffs to take out KWG - that is where some of the goodwill would come into play.

All my opinion of course.
