It would be not be a profitable and safe proposition to build a combined highway for cars and monster haulage trucks on permafrost since the maintenance costs would be horrendous along with the potential disruption due to accidents bad weather (often with zero visibility and icy/slippery conditions).
Agree that the best solution would be the RR, plus a "cheap" road, or should we say a "much cheaper" road, i.e. not double-wide, since there is a need need some kind of "service" road for the N-S corridor, and a road link to the northern communities. After all it's less than 200km from Nakina to Marten Falls (2 hours by car on a reasonable road?).
