I don't understand something, why is Rae negotiating with the government? The government is only collecting taxes from the mining companies. Shouldn't he be negotiating with the mining companies for the FN? The infrastructure which will be the government's contribution is for the benefit of all the parties involved. The profits after taxes is the money which should be shared by the mining companies with the FN. So I don't understand why this negotiation between Bob Rae and Iacobucci is taking place?
