If by "waste" you mean overburden yes, it could be used as roadbuilding material but they usually stockpile that for site restoration purposes.If you mean "waste" as byproducts of ore crushing,concentrating or smeltering the answer is no.These byproducts of chromite ore processing are probably environmentally unsuitable.JMO.
