Yup, clearly, Frank & Moe (and Bruce perhaps) with a red envelope containing ten pages in fine prints for records of expenses from lawyers, consultants, transportation (taxi receipts, parking charges), etc...totalling...$1,888.888.88M? (so 1.8M would probably close enough).

For some, 8 is a lucky number, and red envelope is for the Commission to put in the award ruling (red envelope, for some, is for lucky money). LOL.
