This is the first time I have read an article that touches on the real issue hear...

"At one time, KWG and Cliffs were true development partners, but after a falling out over which deposit to develop first".

Now, they could have went on to point out that Cliffs had the choice between two deposits

1) Big Daddy, for which KWG has a 30% share and Cliffs a 70% share

or

2) Black Thor, for which KWG has a 0% share, and Cliffs a 100% share

......and that Cliffs chose Black Thor....but, expected to use KWG's surface rights.

So.....we can say, this article maybe goes 1/2 way towards this truth.
