This RoF Development Corp sounds like the proposed Port Authority (by KWG). All key components are in there:

- major stakeholders which interestingly include KWG (along with CLF and NOT, they have been invited, by letter, to participate)

- The FNs (letters were sent as well)

- The Fed ($$$), letter was sent to PM Harper by the Premier.

- ONTC (mentioned at the end when probed by the interviewer)

- Decision by the Lands Commissioner was considered important (whatever this means)

This Corp is designed to break the log jam.

Finally, transportation is considered a key component in the development of the North (Quebec seemed to get this idea way ahead of Ontario).

An important step in the right direction.

Just wait until KWG to bring in a major partner, which is expected to be coming soon to this theatre.

My guess? the backbone will be the RR, plus a PUBLIC service road (Ref. Lands Commissioner). They need to have a service road to build this backbone. They may be able to build the two (the road and the RR) in parallel. The completed portions (built from both ends?) of the RR can be used to haul heavy stuff, rock, stones, etc...

They might consider the E-W road as well. Perhaps, get this going as soon as possible to haul the heavy equipment up to the RoF to do Eagle nests first?
