Cliffs needs to save money, they have to watch every penny now until this is a go.

They come into these disscussions in the New Corp., They bring nothing to the table but are a very important player. I can understand that they cant do any future further planning until they see how the Corp. is progressing. They are dead in thier tracks and need to save money.
