Thanks very much for your explanation. The first part wrt to the EW road is quite clear. NOT only made just monor changes to the original plan. But it's still a road.

On the other hand, Goodheart-r interpreted the NS corridor is for the RR. Just wondering how this would fit in with the CLF application for its private road. Does the Withdrawal Order for the NS corridor is for either the road or the RR and the outcome will be determined (by the Ont. Gov.) after the appeal? And this Order does not say the corridor is for the RR, as interpreted by Goodheart-r (Goodheart-r: If I read this wrong, please correct).

Agree with you that there is not much chance for CLF to win its appeal. The Commissioner's ruling is crystal clear on the two key issues: government involment in support of CLF application (where's the government?) and the private road proposal is to serve public interest. So, the chance for CLF to get its road is very slim, hence the RR option would be the winner? Is this a reasonable interpretation?

Just trying to decode this convoluted legal document to how the Order would affect KWG RR proposal on that NS corridor.
