Regarding ROF chromite smeltering, I could only ever find a documented hydro rate from Noront, where "production between 300 kt and 600 kt of high carbon ferrochrome with grades in excess of 60% Chrome between $0.60 - $0.70 USD lb of contained chrome (included operating and sustaining capital) F.O.B. Thunder Bay (Port Facility), which included transportation plus $15 million annual charge for toll road, and power based on 5.5 cents Cdn per kWh."

I'm guessing the KWh special rate for Cliffs is probably much much lower.

A very low negotiated rate between Ontario and Cliffs would be punishing to the average rate payer of Ontario. It also translates into massive government subsidization of one industry or one corporation over another.

Most importantly, KWG's low railway transport costs coupled with natural gas solid state direct reduction (GSR) of heating and reducing chromite for production of ferro-chromium or stainless steel (instead of an electric or gas powered electric concentrator and then "AC or DC submerged arc furnace"), offers an economic sustainable world competitive chromite product price.

Regarding an "Easement Appeal date, 13 Feb: A special Valentine's Day gift from the Appeal Court?", I think you misunderstand. No date has been set, no justices have been assigned. Feb 13th, 2014 is merely the date KWG must submit it's 30 page "Factum of the Respondent".
