There is another map showing a more complete map: Northern Territory power, fibre, and rail infrastructure. This is available in the "New Deal" document (www.newdealnorth.ca). This New Deal was proposed and supported by various stakeholders, including ONTC (and the Union) and KWG. It also includes the cogen plant at the south end of the N-S RR.

According to Bruce, the RR is the central feature for KWG plan which hasn't changed. The RR is a must for moving the chromite out of the RoF.

The map on KWG site is simply to illustrate an alternative to NOT E-W road proposal.

It's understood that this New Deal plan has been give to the government(s?) and the Prov has passed it to Deloitte for their review.
