It is possible the announcement on Monday will have something to do with rail, the Port Authority, and the ONTC, but more likely will be a road plan. They have just got an agreement with the First Nations, and that must have involved promises of road connections to the reserves. It may be an East-west route, probably the cheapest immediate cost, which will be the route suggested by NOT. There is also a possibility they will propose a North-south route, along KWG claims, but a public road, and so something which will meet the criteria for the grant of an easement ('ie 'in the public interest'). This is unlikely, as it only provides road access to one more reserve at a much greater cost, but politicians are never frugal by nature, nor sensible.
The Provincial Govt. can get an easement if they see the need, as public interest overrides the interest of any other party. If so, they will have to pay compensation.
Of course rail is by far the better option, but politicians do not have a long term view of things. If they can spend a few million and look good right now, in time to win the next election, they will. An east-west road will be good for all ROF companies, even though cost per ton moved will be more, at least there will be access. Equipment and some tonnage of ore could be moved, while the need for a rail connection will only arise several years along, when the mines are in full swing.
