IMO...looks like we should all take a seat...this just delays further the progress in the ROF. Negotiate and if no agreement Gravelle can determine that the route is in the "public interest". KWG/CCC would then be required to challenge this and appeal the gov't position. Back to the courts we go. In the front end(negotiate) it puts KWG in a weakened position IMO
