But since we are still negotiating a deal on BH ,

That's the question. Why the delay on signing the decision to move forward further with Black Horse? Is it because there is no financing/funding so it can't happen, or because something is happening behind the scenes that may mean that there's no need to bother with Black Horse? That seems to be the multi-million dollar question right now.
