I have been thinking about the plan that is unfolding.

The ont government has been very secretive about their plans for the ROF and are not

Willing to share them with the Fed government for various reasons:

1. They don't have any plans just to use the billion + the billion from the fed to balance the budget

2. They are bound to Cliff promises to pay for road and electric power plus possibly the construction of processer. That is why they will never say KWG

3. They have no expertise to handle such a job and do not really want to develop the ROF at all.. This is another project that the Ont government has dropped the ball

On the other hand going around the Wynne government and applying to the Fed government is a brilliant idea which I think was thought up by Frank and company. This way Cliff will not get their way.
