Yes, NOT doesn't intend to build CLF's private road, they just don't want to pay costs and damages. Also, by tying KWG up they hope to keep KWG share price down & hinder the viability of the company. That way they have a chance of eventually buying KWG assets at fire sale prices, they think. That would benefit their buddies who lent them all that money they've already spent (RCF and Baosteel mostly)
Irrelevant anyway, because if NOT doesn't need KWG assent to build a road, KWG doesn't need NOT assent to build a railway. Whichever project uses the narrow corridor of high ground first will pre-empt the other. Either will have to go through permitting and consultation process, no doubt highly convoluted and expensive, before any actual work begins. At least KWG has done preliminary surveying and soil sampling, and the neighbouring communities must be aware by now of the advantages of rail over road along that esker line. The east-west route will satisfy those people living near that route, while the more southern locations can be best served by another road running across from Pickle Lake.
As things stand, the only way a north-south road can be built along the eskers is if it is a government project, and both Ontario & the Feds are a little cash short and will stretch to get the east-west road & hydro construction done.
Everybody must understand all of the above is my personal opinion, and could be totally mistaken.
