With an offtake agreement in place any of Black Horse, Big Daddy, or Black Thor, alone, could supply enough chromite to justify a railway. Neither NOT or KWG can finance such an enterprise, but they don't have to, as the railway will be a separate company with separate finances and will charge all users for freight carried.

Since KWG in my opinion has an edge on the esker line to build the railway, they will own some part of this transport infrastructure without actually building or paying for it themselves. Once this project actually begins, all ROF companies will benefit, as this won't be single company private transport, as was CLF's old plan.
