Looks to me as if Gravelle is saying the main reason he and his associates have done nothing is because KWG was so bad mannered as to actually stand up and resist CLF's attempts to walk right over our right to use the narrow high ground of the esker claims for the railway.
Coupled with giving the money for the "study", does he (or did he when this cash was given) hope the First Nations will tell him they want the esker route used for a road, rather than rail? Then he could try to get the Feds to pay for a good part of that.
That wouldn't be much more than halfway to "right" for development of the region.
Of course that is all moot now, if the Chinese go ahead with financing rail and sign an offtake agreement.
