Sure, if the govt funds and builds a public all weather north-south road capable of taking heavy ore transport trucks, KWG can use that for Black Horse ore, though per ton transport costs will be higher than with a railway.
If they do, compensation must go to KWG, at the very least reimbursement of the millions spent on the survey of the esker high ground, and consideration must be made of comparative public interest in road vs rail, or else somehow space found on the narrow high ground for both.
