Thanks for the trust, but a letter to young Trudeau is all I could handle. I would leave the rest to others, since sometomes it would be more effective for the concerns or ideas to come from many people rather than just from a single person. It does not have to be a comprehensive piece of work. One good idea for the "decision maker" to take away would be good enough.

The best way would be to have a one-on-one chat, so you you look at the other person in the eyes...and he/she could do the same, to size you up for sincerity/trustworthiness?

Frank is a good guy. I haven't got an opportunity to meet with him (would not mind taking him out for a beer though...and give him a bottle of something old enough, as a token of appreciation for his innovative work for the company).
