It is quite important to note that the Ontario premier spoke sbout "transportation infrastructure". She didn't talk specifically about "roads" or "all weather roads"; those were Coutts' and some reporters' interpretations. Neither media reporters nor Mr Coutts have the authority or money to make decisions on what form of infrastructure will be built.
The provincial & federal governments are aware of the push for rail into the ROF, and that currently at least a few of the F.N. communities (Marten Falls, Webeque & Aroland) are positive about that as the best transport solution.
There is a very large scale conference in China at the moment about infrastructure to be funded and built by China in other countries. Many countries have sent high level delegates. The main focus is on a corridor reaching from China across Asia & the Middle East into the Mediterranean area & on into Africa.

Our little project is tiny compared to the overall scale of infrastructure investments this entails. Everyone will be busy angling for the big juicy prize contracts, but certainly a lot of doors will be open in Beijing. The way they work, every company will do their utmost to contribute to the collective push, so steel makers should be very ready to jump in to something like the ROF chromite supply. There is no other comparable untapped chromite source in the world, nor opportunity to get in on the start of such a project in a stable country.
Don't expect a signed agreement, such things take time, but there should be a lot of meeting and greeting.
