Karchdog, when they build the railway there will be a road alongside to give access for equipment, if only a rough track for bulldozers to do the preliminary clearing. A gravel road will be very easy to lay alongside the railbed, as will branch roads to anyone who wants them. Having your groceries, fuel and hardware dropped off at a convenient point along the line for pickup by truck (or snowmobile) for the last leg will be far cheaper & more convenient than waiting for an ice road or fly-in delivery.
