It'll be interesting to hear how Coutts changes his tune when the Chinese come courting with a few billion $$$ for a railway. 

Perhaps "chromite is worthless" to "chromite is a useful tool to get support for my company from northern townspeople" to "I love chromite because I'll be able to ship a little bit of my nickel on Frank's trains."
