"You're looking at maybe a five-year window to get the road infrastructure permitted and built, with a similar timeline for the mine. So you're looking at maybe six years out before production from Eagle's Nest goes down an all-season road by 2028."  said Al Coutts.

As part of his political campaign Ford is saying EA is in final stages of being completed and he is talking about getting shovels in the ground.  No timeline mentioned. 

The way I see it, Ford promised to get on the bulldozer in his last campaign and here we are 4 years later, he hasn't fired it up yet and according to Coutts, Ford will be using ROF promises in his next campaign.
