Silver isn't too bulky for the common man to insure his own personal wealth and it will fill that role just fine. It may even be used for everyday transactions again.
I can't speak for Mr. Sinclair but I'm relatively certain he means it is too bulky as a means of international settlements which would literally need to be shipped about by boats if delivery were required. When banks can't/ won't trust one another nations might not either; that would necessitate delivery.
Even gold can be fairly bulky from that perspective, but paper is always abused so that gold makes the best international currency.
Silver is actually better for the daily transactions we (little people) usually make so it may shine as a currency again if they can find enough of it which looks increasingly unlikely.
