It is my understanding that LBE's claim at L2 has a road going through it that ISM uses to reach its property. The mining claim is not a lease so LBE has no right to stop anyone from using the road. LBE does however does have every right to prevent anyone from using their claim for storage or any other use against their wishes. That is crown land and must be kept as pristine as possible.
