Whaler as hub leader?

Dear Agoracom folks,

Given that Whaler has stated that he isn't interested in becoming LBE's hub-leader and it appears as if this is the 2nd/3rd time that he has been promoted by Agoracom to hub leader status by Agoracom I am wondering if there could be a more democratic way of promoting a person for this position that is not based on the number of posts a person posts on a bb? [Whaler this is nothing personal to you - I am just stumped as to how you are promoted to hub leader status as often as you do and I am wanting clarification by Agoracom as to how it is that folks get chosen for various postions].
