The Government of Jujuy criminally denounced the miner EXAR

 My translation of the first paragraph read like this:  

The Government of the Province denounced in the criminal jurisdiction the minera EXAR, as it is criminally responsible for the chain of mass contagion, resulting from the express and reckless decision of the company not to comply with the health regulations of prevention of the disease and for the omissions, non-compliance and lack of control of the Biosafety Preventive Procedure voluntarily submitted by the same complaint to the Operational Emergency Committee.
