Appreciate your input.  I am worse than "terrible" with Spanish.  The criminal justice system in Argentina is obviously different than in the U.S.  It was the use of the "criminal responsibility" in the article that drew my attention to the matter.  Certainly a criminal complaint may well have a far different meaning in Argentina than it does here.  

Perhaps one of the readers here on this Hub has experience living in South America and can elucidate the issue in a more definitive fashion.

I know almost no Spanish.  I have played with learning a little Mandarin for several years now, in fact I have a scheduled Mandarin contact this afternoon on Skype, but I do about as good with Mandarin as I do with Spanish... terrible.
