So this is the "Shelf Prospectus" we have learned about previously.  "The Company or a selling securityholder may, during the 25-month period that this Prospectus remains effective, offer for sale and issue, as applicable, the Securities, separately or together"

They may never use it and, on the other hand, they may use it tomorrow.  As I have said before, I suspect that if they do a dilution then it will occur commensurate with some day when the stock price reaches a significant high value.  Since we have already climbed this mountain part way in recent weeks, my guess is that they may be waiting until we see something at or North of $20 USD per share.  Nothing scientific about that guess.  It is just a pure WAG.   Okiedo
