I would hope that management at LAC already had a good plan in place without taking advantage of any government assistence here.    This only happened a little over a month ago.... I find it hard to believe that anything involving the government would have been carried out already, or had any impact this fast.

That said, if a new administration takes over next year, there could be some longer term risks if environmentalists start pushing back.  Again, I can't imagine it would have any impact for months.   

If LAC is clever, they will have finagled things such that all the permit approvals happen before Jan. 20.   If not, I think the risk is low that anything will change within the first couple of months of 2021.
